Julie is a co-owner of Visions in Motion Adult Day Program, created while she was searching for a program for her son as he aged out of the school system. Julie and her husband Michael are proud parents of two adult sons, one of whom has Fragile X Syndrome. She serves on the boards of NoLimitz Recreation and the Elk Grove Youth Baseball League Champions Division. Julie envisioned a safe, supportive program where clients can express themselves, explore their strengths, contribute through community volunteering, and grow through creativity, connection, and dignity.

Shirley is a co-owner of Visions in Motion, which has served people with developmental disabilities since 2016. She and her husband Keith are proud parents of two daughters and a son with autism. With more than 30 years of involvement in local business and the special-needs community, Shirley serves with NoLimitz Recreation, Kiwanis Club of Laguna-Elk Grove, and the Elk Grove Police Chief’s Community Advisory Board. Her son inspired her to use her background as a former state lobbyist and California real estate broker to build an engaging program that helps participants reach their fullest potential.

Chief Financial Officer

With more than 30 years in small-business financial management and a lifelong dedication to inclusive community programs, Keith brings precision and purpose to his role. A seasoned nonprofit leader and former Director of the Elk Grove Chamber of Commerce, he is also Executive Director of NoLimitz Recreation. Keith is the proud father of two adult daughters and a son with autism. His years coaching Special Olympics basketball reflect his commitment to creating supportive spaces where people of all abilities can thrive.

Michael Agcaoili

Board Member

Michael has worked for the State of California as an Information Technology manager for more than 25 years. He serves as a non-voting board member and supports the program’s technology needs. Michael and Julie are proud parents of two adult sons, one of whom has Fragile X Syndrome. He has volunteered extensively in his son’s activities, including Special Olympics basketball, NoLimitz camps, and Champions Baseball. He is also a music lover who plays piano and acoustic guitar and DJs local events.
